Regulated connections to HSCN and PSN

Reaching private government networks like HSCN and PSN is critical for regulated organisations delivering public services. As an accredited CN-SP and PSN-approved supplier, Cloud Gateway does more than just build the connection – we ensure it remains compliant, resilient, and fully auditable.

The connection is rarely the hard part

For most mission-critical organisations, connecting to HSCN or PSN isn’t a strategic decision, but rather a condition of doing business, and one that demands ongoing accountability. The initial build is rarely the hardest part. Maintaining compliance, proving resilience, and satisfying regulators year after year is where the true operational burden lies.

That is where Cloud Gateway steps in. We provide connectivity that carries its own compliance evidence, with clear ownership, visible controls, and audit-ready proof in a single place.

I need to prove we're secure and sovereign, not just believe it. The auditors are asking questions I can't answer or evidence quickly.

Why organisations need to connect

Organisations connect because the services they operate depend on it. Without HSCN, health and care providers can’t reach the national systems they run on. Without PSN, government services can’t communicate and cross-agency data sharing breaks down.

Healthcare

The need to connect creates a wide audience. Healthcare buyers include NHS trusts, integrated care boards, primary care networks, ambulance trusts, social care providers, and the digital health companies, clinical software vendors and managed service providers who deliver into them.

Government

Government buyers include central departments, local authorities, arm’s length bodies, and the technology partners building services for them. They all share the same underlying problem: a regulated network is a prerequisite for their service to function, and the connection has to be delivered to an approved standard.

That makes it easy to treat connectivity as a commodity. A lot of organisations have a connection they’ve had for years, on a contract that auto-renewed, managed by whoever was around when it was set up. It works. Nobody thinks about it, until something happens. A DSPT finding. An outage during a clinical shift. A cloud migration that creates an internet egress gap nobody addressed. A board starting to ask about resilience. A new IT lead inheriting an estate they don’t yet understand.

Connectivity is the foundation,
not the finished article

The connection itself is where most providers stop. Our operating model goes further, and the difference shows up in the three places a regulated connection usually creates work for you.

Governance support built into the service

Connection Agreements and CoCo are processes you own. We make them straightforward – templates and documentation aligned to NHS Digital and Cabinet Office requirements, DSPT-aligned evidence, ITHC readiness, change records generated as a by-product of the service. When the next audit comes around, you don’t have to assemble the answers, they’re already there.

Designed for resilience, not single point of failure

Multi-homed connectivity options, with the network design and documentation to support them. The platform supports a single connection where that’s appropriate, and scales to dual or fully resilient configurations where mission-critical services depends on it.

Integrated with the rest of your estate

Once the connection is in place, the platform can extend to cloud connectivity, internet egress, remote access, managed firewall and SD-WAN, without rebuilding the architecture or renegotiating the contract. Start with one connection. Add what you need, when you need it.

Policing: LECN, not PSN

Police forces in England and Wales reach their services and workloads via the Law Enforcement Community Network rather than the PSN. If LECN is what you need, get in touch and we will route the conversation accordingly.

It all starts
with a connection

Healthcare
HSCN

Compliant connectivity to the Health and Social Care Network, delivered by a CN-SP-accredited provider. For NHS organisations, social care providers, and the technology providers connecting into healthcare.

Government
PSN

Compliant connectivity to the Public Services Network, aligned to the PSN Code of Connection. For central government, local authorities, arm’s length bodies, and the technology providers delivering into them.

Add what you need, when you need it

Cloud
Connect

For organisations migrating workloads to cloud and needing compliant cloud-to-regulated-network connectivity.

Secure
Remote Access

For secure remote user access to HSCN or PSN-connected services from any location on the network and beyond.

Managed
SD-WAN

For organisations modernising a wider network estate alongside HSCN or PSN connectivity.

For services people depend on.

We are built for consequence, trusted by organisations responsible for national security, frontline healthcare, emergency response and public trust.

Common questions
about HSCN and PSN connectivity

Do we actually have to connect to HSCN or PSN?

Usually, yes. If you exchange data with NHS or government services, the network operator sets it as a condition; it isn’t something you opt into. The decision you do control is who you connect through, and how much of the ongoing compliance they carry for you.

Both can run on one platform, through one supplier and one operating model, rather than as two connections managed separately. That is the difference between two contracts to reconcile and one picture you can account for.

Treat compliance as a continuous state, not a go-live milestone. The connection should generate evidence as it runs, so a change, an incident or an audit request is answered from current records rather than reconstructed after the fact.

With a review of the current position against what the network operator requires now, since the requirements have moved since many connections were approved. That tells you what needs remediation before anything needs procuring.

An ITHC assesses the system being connected, so the connection and its controls form part of the scope. The useful question is what documented evidence exists for that part before the assessor arrives: the design, the controls in force, the change history and the current Code of Connection position. Where Cloud Gateway operates the connection, that material is maintained as part of the service.

Connect. Protect. Observe. Operated as one.
